VM presides via cyberspace

The Sangguniang Panlungsod of Dagupan is simulating a proceeding wherein it would be possible for VM Alvin to be physically away from the legislative hall but still be able to preside over the session. Larry Munoz, the VM's technical staff is currently testing the system with VM Alvin to see if the system would be able to handle the normal flow of traffic that a regular session has. The system will entail two cameras facing the floor so the VM could have complete peripheral vision of the floor as he were in his table at the center of the hall. From his computer which is physically away from the actual meeting place, the Vice mayor through NetMeeting shall be able to see and preside over a regular or special session. The system is being experimented simply to show what potentials the new system of the Sanggunian could accomplish.

VM visits the City Library

Vice Mayor Alvin recently visited the Dagupan City Library for different purposes. First, he gave a copy of the souvenir program of the Pangasinan Association of Greater Long Beach, Inc. in California, where he was guest speaker and inducting officer representing Bureau of Immigration Commissioner Al Fernandez. Second, he inspected the computer and internet access provided by the Sangguniang Panlungsod to the City Library for free usage to library card holders. Third, he congratulated Mrs. Rufina Meneses, who is now the Chief Librarian after her appointment was approved by the Civil Service Commission last July 25. Lastly, he congratulated Mrs. Corazon Langit for her election as National Vice President of the Philippine Public Librarians League, Inc. in an election held at the National Library of the Philippines last August 18. Langit, who is at present Librarian 1 of the city, is the outgoing PRO of PPLLI. She is also the editor of the Association's newsletter.

PLDT pays franchise tax

A check amounting to P4,670,043.24 as payment of Philippine Long Distance Telephone’s arrears in franchise taxes to the city government, was personally hand carried to the city hall last August 29 by PLDT Dagupan’s Gerardo Soriano, Michael Mejia, and Joy Corpuz, representing PLDT Manager Jesus Tanedo. On hand to receive the payment were Mayor Benjamin Lim, Vice Mayor Alvin Fernandez, Councilors Farah Marie Decano, Michael Fernandez, Charise Perez, Alex de Venecia, Nick Aquino and Chito Samson. The collection started four months ago when City Legal Office Geraldine Baniqued wrote the PLDT as ordered by the Mayor, to ask them to pay the amount. For its part, the Sangguniang Panlungsod passed a resolution condoning all interests and penalties. Mayor Lim has requested PLDT to continue its support to the city's various projects, particularly the Gawad Kalinga (in partnership with Couples for Christ) to reduce the number of informal settlers in the city. Last year, PLDT built a children's park in Barangay Pantal, where its facilities are located.

TV network giants invade Dagupan City

Two giant TV networks invade Dagupan City with their stars on August 27. Vice Mayor Alvin Fernandez was among the guests during the ribbon-cutting ceremony of the GMA Networks’s “Serbisyong Totoo Mula Sa Kapuso” at the Don Alipio Fernandez Sr. People’s Astrodome, where Pangasinan Gov. Victor Agbayani, Vice Gov. Oscar Lambino, Binmaley Mayor Sammy Rosario and Lingayen Mayor Jonas Castaneda were also in attendance. He later had interaction with GMA executive Jimmy Po. Alanis, head of regional television. The vice mayor was later invited to deliver the welcome remarks during the press conference of ABS-CBN’s Kapamilya Caravan at the Star Plaza Hotel, where he met Atty. Abigail Querubin, ABS-CBN’s cluster head for Luzon. For the first time in the history of Dagupan, the astrodome was literally filled inside and outside its compound with GMA 7's SOP fans spilling to the streets, blocking traffic along Tapuac district. In the ABS-CBN's medical mission at the West Central Elementary School, more than 1,500 patients received medical attention.

Lumpos

Vice Mayor Alvin Fernandez attends the lumpos for the late Fely Santos, wife of incumbent president Emy Santos of the Manaoag USA Association. Fr. Rey Romero, rector of the Malasiqui Catholic School, celebrated the Mass. He described in his homily the four celebrations in the death of a person. First, is the ninth day, which is the end of the nine-day novena; second is the 40th day, which is the end of the soul's roaming on earth; third is the bakas or the ninth month, which is the end of a soul's stay in purgatory and finally, the first year death anniversary or rebirth to eternal life.

55th DJI election

Vice Mayor Alvin Fernandez attends the 55th Dagupan Jaycees Inc. election last August 26. As DJI’s 50th President and past National Vice President for Northern Luzon of the Philippine Jaycees Inc., the vice mayor reminded the DJI membership to continue its culture of servant leadership in the Jaycee movement. Likewise, he congratulated outgoing President Dada Reyna for placing 10th in Category 2 of the Philippine Jaycees. Former Binmaley Councilor Arnulfo Alipio emerged as the 55th President.

VM Alvin attends inauguration of BJMP facilities

Vice Mayor Alvin Fernandez attended the inauguration of newly constructed Bureau of Jail Management and Penology’s facilities last August 25. These were the sentry room and waiting shed, which were constructed using city government’s fund; DCJ saloon, subsidized by the City Social Welfare and Development Office; and the receiving area, funded by the Liwawa ed Asinan Foundation headed by Ms. Lina Tan. The guest of honor was Chief Supt. Arturo Alit, BJMP chief. Mayor Benjamin Lim, Vice Mayor Alvin Fernandez and Councilor Farah Marie Decano gave inspirational messages. For his part, Vice Mayor Fernandez gave his message on the value of knowing God, serving God, and loving God. He told the inmates to take advantage of their time reading the Bible.

8th Rotary Club of Dagupan Meeting: Aug. 24

The 8th regular meeting last August 24 of the Rotary Club of Dagupan was presided over by its President, Vice Mayor Alvin Fernandez, who went straight to the RCD meeting from the Ninoy Aquino International Airport after his arrival from the US that day. Scheduled for the night were classification talks by VP/PE Jess Romero, a retired anesthesiologist from Illinois, USA and Rotarian Augusto Sarmiento, network operations manager of the Dagupan Electric Corporation. VP/PE Romero took charge of the blood bank project on August 20th since the vice mayor was in the USA for a speaking engagement. PP/Sec Edwin Aguirre reported that 77 units of blood were collected during the joint bloodletting project of Rotary Club of Dagupan, Army Reservists, Philippine National Red Cross, Inner Wheel Club of Dagupan, Pangasinan Medical Society, and Spectrum Communications. Rotarian Councilor Joey Tamayo donated one unit; Assistant Gov. for Cluster 2b, Irene Libunao, also shed one unit during the activity.

I congratulate the new sets of officers led by our incoming president JOSE ‘Pepe’ Palaganas of Urbiztondo, Pangasinan. I congratulate Outgoing president Tita Violy Salomon for a successful term. For the vision of scholarship projects made successful through contributions and work of our membership. More so, on her value in the time spent by each partners in this organization and by taking advantage of this community for children to meet, friendship to grow, relationships to build and prosper. One of the visions of Uncle Pepe is for this association to grow in strength and numbers. We need to grow as an association. As they say, when we stop growing, we start dying! Harvey Firestone once said: It is only in developing others that we continue to succeed. We need to train our young, our new generation of officers to succeed us in our organization. Tita Trinidad Tamondong stated in her description of Uncle Pepe’s leadership, together with his beautiful and gifted wife Lilia, that success could be easily achieved by Pepe with the committed backing of his peers in the Pangasinan Association of Greater Long Beach, Inc. Paul Quinto, Lemuel Navarette, Manny Rabara, Jojo Braganza, Rupito Baylon, Sonny De Leon, Sandy De La Cruz, Lorenzo Salomon, Romeo Cancino, Gus Cortez, Lee Razalan -- we see a united and strong core group backing the presidency with their time, talent and resources; we see a fruitful term ahead. Being the leader of any organization is a serious matter. With the prestige of being the president is the responsibility of INSPIRING people to serve; inspiring people to work harmoniously as a team. Leadership is actually SERVING people, pulling people to the vision that we have planned with them to accomplish. Helen Keller aptly stated: “WORST than having no sight is, having no Vision”. The success of any organization is the coordinated effort of everyone, cooperating, and participating in the Goals and Vision of the organization. Our BLESSINGS, positions come from above. Being a leader in any organization is an OPPORTUNITY to SERVE and LEAD. Our servanthood as leaders must be based on humane and humble leadership. We serve to lead, we lead by example. We lead with compassion for Leadership is A GIFT a follower gives a leader. We only have two years to lead. These two years are too short for a president who has made a vision and time table for the programs for the organization. Time is measured by the productivity of an organization. The productivity of an organization is measured on the impact it makes to a community. The impact is measured on the DIFFERENCE it has made to the community that was felt directly by the people living in the community. We need to focus. FOCUS on our vision until we reach fruition. We need to remain steadfast until we reach our goal. The thing is, the DIFFERENCE we need to make is not in our community here in Long Beach but rather in our local community we have in the Philippines. The blessings you have here is so abundant that it could and should overflow back home. So many presidents and leaders have come and gone, but the contribution of projects of our kababayans abroad makes a whole lot of difference in our country. More so, it is felt by our kabaleyans who are recipients of worthwhile infrastructure projects, like what we see in Mapandan, Urdaneta, Urbiztondo, Alaminos, Bayambang, San Carlos, San Fabian, Bugallon, Mabini, Calasiao, Alcala, Lingayen, Sta Barbara, Aguilar, Asingan, Basista, Malasiqui, San Jacinto, Mangaldan, Manaoag, Dagupan, Villasis, San Manuel, Rosales. It is how we bring light to others. It is how much we give as an organization. It is how much we have helped others. If we care, we give everything. WE MUST see the needs of others. If we want to grow, we need to develop our younger generation of Filipinos. Do you know that our country is experiencing a problem with education in infrastructure and in the medium of teaching itself? Our DEPED is even contemplating on shortening school hours to give way to double shifting to accommodate more students in a school. Yet, that is not even enough to solve the problem that they are contemplating on paying P4,000 per year per public school student to enter private schools. In learning, a man’s character is changed and so shall be his destiny. Let us help change the destiny of our country by helping out in the educational system. May we recommend to you and other Filipino organizations present here to think about adopting a school and help build classrooms. The Chinese Chamber of the Philippines and its Pangasinan chapter has designed a school building that has two classrooms for a price of P380,000 per building or P190,000 per classroom. As I have mentioned earlier, every blessings comes from above. God has given us our blessings, God has chosen US to be blessed for he knows that the BLESSINGS must be given to generous people for them to spread and help people in need. It is our time to give back to GOD our blessings by helping our fellow Filipinos, our fellow Pangasinenses. When our time shall come and we are to end our life in this world, we will never be sorry for not having accumulated more wealth, but rather we will be sorry for not having taken the opportunity to spend more time with our loved ones, for not having helped others when we had the opportunity to do so. In the end, we shall not be judged with the wealth we have accumulated but rather on the good we have done. Our public school children, who shall benefit from these worthwhile projects, would be forever grateful for our contributions. This will be a legacy for generations to appreciate. Even when we shall be full of life, we could never find contentment on material things. As Blaise Paschal theorized, AS HUMANS, there will always be a GOD shaped vacuum inside of us that only GOD can fill. The GOOD that we do to people is what GOD asks of us. Our purpose in life is to have a defined purpose of living. That is to LOVE and Help people. One might ask, I just have enough to survive. Then how could I make a difference. My friends all of us have blessings and the best blessing GOD has given us is TIME; Let us spend it wisely. We cannot keep it nor rewind it. So use our days wisely, carefully and with inspiration for every moment because today shall never come back. Spend Time with the family, spend time with GOD, spend time to help others… MABUHAY SA INYONG LAHAT! MAY GOD BLESS US ALL…

74 hours in Long Beach: The Narrative

My unscheduled trip to Long Beach actually started last April 2005. A group of Pangasinenses visited my father, Commissioner Al Fernandez, to invite him to be again the guest of honor and inducting officer of the Pangasinan Association of Greater Long Beach, Inc. Pepe Palaganas, the incoming president, seemed to have a good foresight at that time and told me that if my father would not be able to make it, they would want me to substitute for him. I gladly obliged. August 2005, my father requested for a personal leave from the DOJ and it was granted. Last August 17, the DFA announced that Garcillano was already out of the country. My father was supposed to leave on August 18, but due to the turn of events at the time, he decided not leave the country. On August 18, I was informed that I need to represent him in Long Beach as Guest of Honor and Inducting Officer. A commitment was made by my father and I was part of the commitment. As a true son and committed public servant, I responsibly accepted the call of the time. I then requested for and was issued Permit to Travel by DILG Sec. Angelo Reyes as I was then the Acting Mayor of Dagupan. August 19, Friday, 10 p.m at Los Angeles. Upon arrival at the U.S., I was met by Paul Quinto (great guy; he was with me the longest), who was in charge of taking care of all dignitaries together with Manny Rabara. They then brought me to the house of Pepe and Lilia Palaganas, incoming President of Pangasinan Association of Greater Long Beach Inc. (PAGLB). I was surprised by a Bienvenida Party attended by all PAGLB officers, including outgoing president Violy Salomon and Pangasinan Brotherhood president Bing dela Vega. The food was great!. Kambing, Kilawin, Lechon Baboy, the works! It was well prepared. (Thank you, Tita Lilia for preparing it with the PAGLB officers). We sang the night away. The girls had their jam sessions, the boys had their barkada session. I was criss crossing from one group to another. The party lasted till 3:30 a.m. with toast master Lemuel Navarette literally toasting everyone. I was then checked in by Tito Pepe and PQ at Holiday Inn Lakewood in Long Beach. (I guess the time difference was responsible for my one and a half hour sleep) August 20, Saturday Today, 10 a.m., Pepe Palaganas, Manny Rabara, Paul Quinto and Jojo Braganza picked me up and had brunch at Russell's restaurant in Lakewood (good food, thank you Jojo). Later, we dropped by the Circuit City to buy a charger since I forgot my charger in Dagupan for the digital camera. At this time, I was feeling the fatigue caused by the trip. We then went to Savvon to buy personal things I will need for my stay, including over the counter medicines, to relieve me. I was then brought back to the hotel at 3 p.m. for a much needed rest. (Jet lag pa rin.) Then comes the Big Event, where I shall stand as Guest of Honor and Speaker, representing my dad, BI Commissioner Al Fernandez. There to greet me were the incoming president, Pepe Palaganas, with first lady Lilia, and outgoing president Violy Salomon, who attached in my barong a Special Guest of Honor PIN, and Councilman Elito Santarina of Carson City. I was impressed with the very organized flow of the program and warm reception given me. Attached is the speech I delivered during the induction. A message seeking assistance from different US-based community associations to build classrooms in their respective Alma Mater in the Philippines as an opportunity to give back to the public school system what these have given to our expatriate Pangasinenses. It was also an opportunity to mingle and have fun with at least 25 Pangasinan community associations’ membership in the area. I then tried to entertain them by singing two Beatles songs: I Saw Her Standing There and A Hard Day’s Night. The program then shifted to the Crowning of Miss PAGLB 2005. I escorted the outgoing Queen, Olive Magsambol, to Crown Mrs. Mary Corpuz. After which we had a midnight snack fellowship at the suite given me by the PAGLB at Holiday Inn Lakewood. There the party lasted for another two hours, where everyone had a great intimate time with each other, coupled with great tasting Filipino cuisine. PAGLB then presented me with their token of appreciation for attending their Grand Induction Ceremonies with a thank you card filled with notes to cover for the transportation to make my trip possible. Thank you very much, PAGLB and thank you, Uncle Pepe for believing in me! August 21, Sunday 8:30AM, Romy and Lydia Ceralde, president of Dagupan City Club picked me up at the hotel and brought me to the Catholic Church at Carson to hear Mass. The Mass was solemn. After that, we met with Nieves Coquia, Gil and Volet Mislang, and Mr. and Mrs. Ben Valencerina. We were treated to lunch by the Dagupan City Club at La Barca Restaurant in Downey. We ordered Virria or goat, which I say was good Mexican dish. (Thank you very much, Tita Lydia. Ang sarrap! Thank you Uncle Romy for your generosity.) We then proceeded to Gil's house at Downey, whose yard was full of different fruit bearing trees. I was then offered to sleep for 30 minutes and I refreshingly accepted it. (Thank you Tita Volet, for your thoughtfulness.) Then, we went to the Brotherhood meeting at Bing dela Vega's house in the City of Bellflower, where we met with the different presidents and officers of the different clubs of Pangasinan. The food was excellent. It was like you never left the Philippines. (saluyot, pakbet, binagoongang upo, dinuguan at puto, lumpia, nilagang mais, buong lechon na baboy, kambing, boneless bangus, turon na saging, bopis). My message was another opportunity for me to promote the construction and funding of school buildings of different associations to their local city or municipality. I also took advantage of promoting the coffee table book being sold by the city thru the Dagupan City Club president Lydia and Romy Ceralde. I was then invited to join Roger and Cecilia Coson who were so warm (malambing). They brought me to Macy's for sweet SEE’S memories I shall be sending my wife and kids. As a sweet couple, they made sure I would be bringing something sweet to my family. (Thank you very much, Tito Roger and Tita Cecilia). There, we met Ads Diaz and Johnny Maramba, who generously assisted in the gifts we shall be sending home.(Thank you very much, Uncle Ads and Uncle Johnny). Uncle Ads was so thoughtful to remember my dad and my mom. (Sabi nga nya, malaki ang pinagsamahan namin ni Al sa Kuwait.) We then proceeded to the Korean BarBQ buffet at Cerritos where we met Louie-Ching Arzadon and Naning and Dory Aoanan. There, we had our sumptuous (sarrap) dinner hosted by the Greater Dagupan City Association of California, with Roger Coson as our host for the night. Johnny Maramba, president of the Bonuan Association of California, then brought me back to my hotel at Holiday Inn. I was impressed by the GPS he has in his car, which acted as our Navigator going back to Lakewood. (Congratulations Tito Johnny, you have maintained your place as the number one distributor of the world’s tastiest bangus in the U.S.) August 22, Monday My last day in the U.S. Uncle Pepe Palaganas and PQ checked me out at Holiday Inn at 8:30 a.m. We had breakfast at IHOP (International House Of Pancakes), Lakewood courtesy of president Pepe. A traditional American breakfast which was very filling. We then proceeded to Macy's at Cerritos for last minute shopping for my children and later to the Banning’s Community Center at Wilmington Harbor to attend the regular weekly meeting of the Rotary Club of Wilmington which meets every Monday at 12:15PM. (Thank you, Tito Bing for arranging the meeting where I became an instant resource speaker about Dagupan City). The Rotary Club of Wilmington was founded in 1928. It currently has a membership of 15 who are all able and active Rotarians bringing projects that are considered of great impacts to their community. (Uncle Pepe and Uncle PQ are being invited to join their club) Being very close to the clinic of my Uncle Hector, I took the opportunity to see him. He then called the Ate of my Dad, Tita Paz, to inform her that I was proceeding to meet her at their Palos Verde residence. At 6 pm., we met Bing De la Vega at TODAI (Japanese buffet restaurant), Cerritos, where I had the time of my life with a buffet of lobsters and Alaskan crab legs. (Thank you, Tito Bing, for a memorable dinner and for your thoughtfulness).Hurriedly, we drove to the airport just to find out that my flight was delayed. I was met by Romy and Lydia Ceralde who were thoughtful to send me off. Luckily Jojo Braganza and Romy Ceralde are well connected with PAL Manager Narciso Cervantes who was very helpful in checking me in and very accommodating in the request of the group to make my flight comfortable. Since the flight was delayed for two hours, the boys, Tito Bing, Tito Pepe, Tito PQ and Jojo Braganza stayed with me until before take off. We had leisure drinks at the Daily Grill Bar, LAX. THE TRIP TO LOS ANGELES WAS TRULY MEMORABLE. THANK YOU VERY MUCH TO ALL OUR FRIENDS AND KABALEYANS WHO MADE OUR STAY COMFORTABLE AND WARM. I HOPE SOMEDAY WE WILL BE ABLE TO REPAY YOUR GENEROSITY AND KINDNESS WHEN YOU VISIT THE CITY OF DAGUPAN. Mabuhay ang Pilipinas! Mabuhay ang Pangasinan! Mabuhay ang Dagupan! May GOD Bless us all!

74 hours in Long Beach (Part 8)

Vice Mayor Alvin was accompanied to the Los Angeles Airport by his hosts. But because his flight was delayed, he was brought to the Daily Grill Bar to unwind. Philippine Airlines flight PR 103 took off at exactly 11:59 p.m. Interestingly, the vice mayor was on Seat No. 14K, the same seat he occupied in going to the US.

August 22, 12:15 p.m.: Vice Mayor Alvin Fernandez attended the meeting of the Rotary Club of Wilmington at the Banning Community Center at the Wilmington harbor. At 3 p.m., he visited the sister of his dad, Tita Paz, at Palos Verdes. At 6 p.m. he had an early dinner at TODAI, a Japanese restaurant, where he was treated by Pangasinan Brotherhood president Bing De La Vega to a buffet of Alaskan crab legs and lobster. WOW!!!

Enjoying with the ladies of Pangasinan Brotherhood, as well as with the gentlemen. The vice mayor witnessed the listened as Pangasinan Brotherhood members are engaged in serious discussions during the meeting. At the Korean BarBQ buffet, where the vice mayor was treated for dinner by the Greater Dagupan association headed by president Roger Coson.

After the Mass at Carson City, we proceeded to La Barca Restaurant at Downey. We were treated by the Dagupan City Club with its president, Lydia Ceralde, together with her husband, Romy, Nieves Coquia, Gil and Volet Mislang and Mr. and Mrs. Ben Valencerina. At the residence of Gil and Volet Mislang, we appreciated the different fruit bearing trees that dotted their backyard. Fiesta of Filipino food: from saluyot, pakbet, binagoongang upo, dinuguan, bopis, kambing, bangus, one whole lechon. Naning Aoanan leads the invocation at the opening of the Pangasinan Brotherhood meeting at the back of the house of its presiden,t Bing De La Vega in the City of Bellflower.

They attended Mass at Carson City.

He later delivered his speech as Guest of Honor and Speaker, representing Immigration Commissioner Al Fernandez. After his speech, the vice mayor received a Certificate of Appreciation for Commissioner Fernandez from Carson City Councilman Elito Santarina. The vice mayor, together with outgoing Queen, Olive Magsambalo, crowned Queen Mary Corpus. He later had a photo opportunity with the elegant ladies of PAGLB. Taking advantage of his presence, the vice mayor was also asked to induct the Disaster Relief Group, with Councilman Santarina.

August19, 11 p.m. (Los Angeles time): Vice Mayor Alvin Fernandez was surprised with a WELCOME PARTY by the PAGLB at the residence of incoming president Pepe Palaganas (son of former Mayor of Urbiztondo Alfredo Palaganas). The vice mayor enjoyed the night with Pangasinenses in the Long Beach area. He then checked in at Holiday Inn Lakewood, where he occupied a suite. August 20, 9 a.m.: Breakfast at Russell’s Restaurant in Lakewood with Pepe Palaganas, Jojo Braganza, Manny Rabara and Paul Quinto. August 20, 7 p.m.: The vice mayor meets Carson City Council member Elito Santarina. At the dining room of his suite, US-based Pangasinenses gather and shared stories with the vice mayor after the PAGLB grand induction im the same hotel.

August 19, 2005, 7:45 pm (Manila time) : Vice Mayor Alvin Fernandez waits for his flight at the Mabuhay Lounge of the Centennial Airport. He was accompanied by Bureau of Immigration Chief of Staff Alex Fernandez. Aboard the Philippine Airlines flight PR102 bound for Los Angeles, he was seated at 14K. He later posed for a photo op with husband and wife nurses, Carlos and MaryAnn Dehesa, whom he met inside the plane. At the Los Angeles airport, he was welcomed by Paul Quinto(Mapandan) and Manny Rabara (Rosales), both officers of Pangasinan Association of Greater Long Beach Inc.
