Trike franchise ordinance

City Legal Officer Geraldine Baniqued explains to the different officers of the Metro Dagupan Tricycle Operators and Drivers Association (MDTODA) the implementing rules and regulations (IRR) of the new tricycle franchise ordinance. Present during the meeting were Acting Mayor Alvin Fernandez, SP Public Utilities chair, Councilor Vlad; Public Order and Safety Office chief Robert Erfe Mejia; and Chief of Police, Supt. Edgar Basbas. On the part of the MDTODA, present were, Lt. Col. Vic Ramos (Ret.), Felix Ocampo, Joey Honrado, Jowie Arenajo, Domingo Pinlac, Celso Descallar, Arnulfo Rosario, and Felix Menor. The MDTODA officers did not have any problem with the ordinance that will be implemented till the end of 2006. However, they expressed concern when the ordinance shall have lapsed. They stated that the number of strokes should not be the basis of the environmental compliance but the emission test results. They also mentioned that the basis of road worthiness of a tricycle unit should not be the number of years a unit has operated but by the actual running condition, taking into consideration the maintenance practice an operator does to the unit.
