The Sangguniang Panlungsod of Dagupan City has passed a trailblazing measure -- a first in the Province of Pangasinan and probably a first in the Philippines. Through Resolution No. 5109-2005, the SP has allowed its presiding officer, Vice Mayor Alvin Fernandez, to preside over its sessions via cyberspace. This means that the Vice Mayor can preside over SP sessions even if he is not physically present at the SP session hall.
Using modern technology, the Vice Mayor, on condition that he is in the Philippines, can call the SP via its IP address and connect to the SP information technology system. Using Microsoft’s Netmeeting software, he is then able to see and hear all discussions in the SP session. The city councilors in turn could see the Vice Mayor via an LCD projector screen and hear him preside clearly through its surround sound system as though he were there. There will only be a second’s delay in the transmission on both ends. This is why the SP is now applying for a higher bandwidth to offset the delay and minimize it the best way possible.
The resolution, however, gives a condition that SP members be informed of the Vice Mayor’s presiding via cyberspace at least three days before the actual session date. It also states that there must be minimum eight councilors present to allow such a session.
Being in full control of the session via cyberspace, it will be the Vice Mayor who will have to sign all resolutions and ordinances passed during such sessions.
The SP is also currently developing its website. Once completed, the public will have an access to the information regarding SP members and the different committees under them, the measures referred and being heard under such committees.
The public may also be able to see the performance of every member’s efficiency to handle measures through a Proposed Legislative Monitoring System. There shall be a date of referral, the actions recommended, date referred to plenary for authorization and approval for the recommended action.
The public could have access to the
archives of resolutions and ordinances passed. It shall also have a Web page STATING THE ORDINANCES that are recently enacted for publication so the public may be aware that any violations shall be penalized by the city government.
Interested viewers could also access the SP session via video streaming that will be posted in the website, hosted by Bitstop Computers. The recent past proceedings shall be accessible to anyone using the Internet. This means that anyone could watch the proceedings via the Internet after every session.
In the website, there shall be a classification of ordinances. The reason for this is for the people to have access to details pertaining to the sector that they are interested to search, such as Health or Traffic or Peace and Order, etc.
