ation under his watch. He announced the creation of nine police beats for five barangays located in the city's poblacion area, namely, Barangay 1, Herrero-Perez, Barangay 2-3, Barangay 4 and Pantal. These police beats, so far, have reduced street crimes in the city, such as snatching, theft and robbery -- making the scheme effective in combatting crimes. It was noted that crimes are normally committed in the city between 9 a.m. and 3 p.m. Rotarians had a lengthy open forum -- reaching one hour -- a proof that they are peace and order
