Vice Mayor Alvin Fernandez receives former Highways Secretary Jose “Ping” de Jesus, President and CEO of the North Luzon Expressway (NLEX), as he arrives as guest of the city. He was accompanied by Dante Velasco, a respected PR pracititoner in Metro Manila. As his gesture of appreciation, Mr. Ping de Jesus invited Dagupan City officials to visit the NLEX control tower to study and see for themselves the state-of-the-art facilities used for the monitoring of vehicles plying the North Luzon expressway.
