SP modernization underway

The Sangguniang Panlungsod of Dagupan City has acquired 13 laptop computers and other hi-tech electronic equipment to jumpstart the modernization of its operations and its official transactions. “The laptop shall be the tool to be used for a system that will evolve in a procedure that shall connect the preparation, transmittal, accessibility and storage of documents needed by our local legislators,” said Vice Mayor Alvin Fernandez. The laptop computers, which will be distributed to each city councilor and the vice mayor, are equipped with the state-of-the-art Bluetooth technology and network cards that will allow wireless interconnections among them. “There will be a wireless system within the session hall, which shall allow for the download of documents that are included in the day’s agenda,” Fernandez said. He added that the system will also allow the immediate amendment of laws being passed. “Therefore, if the system will already be in its full implementation without any glitch, one could wait for the final ordinance to be printed once it is passed and enacted,” Fernandez said. At present, the SP utilizes at least five reams of bond paper every week just for the agenda, transcripts of minutes of the sessions, committee hearings and committee reports, draft resolutions, draft ordinances, communications, memorandum, informative materials, etc. “Hopefully, the new system will dramatically reduce the volume of paper used in the SP. It shall also help in the electronic storage and filing of documents for each of the SP member, making it easier for them to review past discussions on local legislations,” Fernandez said. Upon completion of the site, members or any interested individuals could download the agenda for the succeeding session via cyberspace.
