Federalism

Members of the concom are on a haggle on the Structure of Government. Majority of the members are in favor of the shift to Federalism but are in collission in the manner on how it shall evolve from the existing unitary form. It has been recommended that Autunomous Territories be established througfh the initiative of local government units that may wish to group themselves. A time frame of ten years is given for the formation of Federal States thru the establishments of Autunomous Territories.
