Sept 26 Department Head Meeting
Acting Mayor Alvin Fernandez stresses the need to go faster in the city's move for e-governance. He informed the body that the biometrics ordered by the city government has already been delivered. The Acting Mayor has likewise instructed Gideon Ymasa to complete the database for each department with the corresponding pictures per employee. This shall then be reflected on the computer everytime an employee shall be logging in or out. The Acting Mayor likewise instructed the department heads to ensure that they create their e-mail address to initialize the city's e-governance program. Very soon, the city shall only be issuing memorandum via e-mail, thereby reducing the use of paper in the local government.
Vice Mayor Fernandez is well loved by the people of Dagupan that he was unopposed when he ran for reelection in May 2004.
He is now the president of Rotary and VMLP Pangasinan Chapter and National Exec.Vice Pres. of VMLP.
He was recently invited by the President to the Consultative Commission and now seats as one of its commissioners.
The Vice Mayor skillfully steered the City Council into passing vital measures on public order and safety, social welfare, health, sanitation and environment, which benefits the people of the city.
In April 2003, he led a city government delegation to Milpitas City in California and signed the Memorandum of Understanding for the Sister City Relations.
He was later invited by the Council of Local Authorities for International Relations as a Resource Person for the Local Government Exchange Seminar in Tokyo, Japan. He was one of the country's delegates to Sarawak, Malaysia for the Healthy Cities Convention.
Alvin is an industrial management minor in chemical engineering graduate from the De La Salle University.
He is happily married to Katherine Sto. Domingo, with whom he has three lovely children, Katrina, Anton and Lucky.
